Recognizing the desire of the French Nation of Canada, heir to the spirit of the Edict of Nantes, the Royal Proclamation of 1763, the Universal Declaration of Human Rights, and the International Covenant on Civil and Political Rights to freely practice our religions, we recommend that the provincial government allow any municipality bordering the Quebec border to join Quebec as a Special Administrative Region (SAR) under a Basic Law inscribing the International Covenant on Civil and Political Rights.


Such a transfer would protect the SAR from any Quebec law that could violate this Covenant. In addition, it would increase efficiency by making the language of provincial and local government administration the same, thereby reducing translation costs between the two levels of government.
