The French Nation of Canada recommends that the Government of Canada replace all public funding of the media by a media-voucher system that would issue an electronic voucher to each person over fifteen years of age for himself and each dependent under the age of fifteen that would allow this person to subscribe to the participating media in the official or unofficial sign language, indigenous language, or other language of his choice.

The Government could even explore requiring participating media to invest a specified fraction of their funding in local-sign-language and local-indigenous-language production.

We recommend that the Government of Canada exempt these media companies from national-content rules to enable media in less widespread languages to collaborate with their counterparts abroad. This could benefit especially Deaf and indigenous media companies among others (such as with ASL or Ojibwa media in the US).

We recommend, however, that the Government of Canada impose moral censorship on participating media while allowing them to participate or not.
